Girl asked if I was planing on ever asking her out, but she never has time. Is she just playing games?

So I know this girl form work (same building different companies), she sent me a friend request on Facebook. We would constantly text and talk in person and it turns out we have a lot in common, eventually she gave me her number and we constantly texted again. After about 2 months she texts me asking if I was planing to ever ask her out? I replied that I would like too and she said she would be waiting. After about a day I asked her out, she, said she like me and really wants to go out with me but is extremely busy, which is understandable. So I wanted about a week and asked her again, again she's busy. Later that day she texts me something about a sexual kink/fetish she has (it wasn't anything bad in my opinion) and I told her I'm fine with it. She seemed happy when I told her that. About another week goes by and I ask her out again, again she's says she's really busy but really want to go out with me. Later that day she texts me that she is fine with dating but isn't ready for a relationship, but still wants to date me. After she gave me her Instagram info and we followed each other but now she tries to only talk to me on Instagram and won't replay to any text messages I send to her phone because "she doesn't like using her phone", ok fine. A week goes by and we are still contacting each other, but I started to notice her replies and getting shorter and is taking longer to replay. Finally I noticed on the days that we work together she's been giving her shift away and it feels like she is avoiding me but still texts me that she likes me and want to date me but is making an excuse each time I ask her out, says she will let me know when she's available. I have a feeling that she told me about her kink/fetish to scary me off, but why would she tell me what it is and even show me pictures if she wasn't interested in me? I'm just so confused. I should also say she's 24 and I'm 30. She know I'm older than her as well.
