I have been talking to a girl over a month, I met her on tinder and over this month, I was trying to ask her are u free this day, but either she is with her mom or friends, I asked her about hanging out two times and stopped. Thinkin maybe if she is free one day she can tell me but she didn't. I was thinking maybe she is a shy girl or not comfortable talking in English. How can I ask her for the last time does she wanna meet or not.

The reasons can be multiple. As you state, she could be shy, she could be scared of what will happen with you and perhaps, she is afraid to be disappointed.

If you want to move ahead with this person, then you have to become more proactive and ask her what her reasons are for not wanting to meet in person with you.

If she comes from a different country, she may have issues coming over to your country be it because of the language barrier or a problem to obtain a visa or the expenses to pay for an airline ticket and hotel accommodation.

If you really must, ask her if she would like to go out on a specific weekday in advance. If she says she’s busy she’s probably not interested. Most people are free during the week and don’t always know what they’re doing in advance.
Does she text you first a lot? If she does, she might just be anxious about meeting.

Isn’t a month trying to get hooked-up or in a date, relatively speaking, enormously slow? The single soccer guys I know have a 3 day revolving door policy. Can’t meet me right then for action or with or by that weekend then Done ✅.

You found yourself what I like to call a 'window shopper' or 'tire kicker'. Basically they are on dating apps for attention and have zero interest in actually meeting someone. They are pretty common unfortunately.
