Sounds like he just enjoys having you around. I know there are many nights where I just want someone to cuddle with. But you need to do what is going to make you happy. If you want sex, go for it. Make some moves and try to turn him on. And if you really don't know what is going on with him, just ask. He will probably be open to talking about what he wants from you. Lots of things could be going on here. The only way to know for sure what is going on is to ask him about it.

Could be he enjoys cuddling more than sex. Maybe use your cuddling time to turn him on and maybe it will lead to sex. Not sure what you do when he cuddles with you but think of it as a long extended foreplay and see how far you can get with him...this sounds like a role reversal where you now get to try and employ all the strategies that guys usually do to get your guy interested in having sex.

Maybe he just loves cuddling you and being around you, maybe sex is not on the top of his list, cuddling and hanging out with a girl is further up my list than sex, yea I friggin love sex but when I'm with someone just simply holding them and being around them is what I crave for more than the sex.
