My brother's friend always does stuff like teasing me and taps my nose and shares food with me. He does other things like try to get me to go on his shoulders in the pool or if he says something slightly mean he'll do that half hug from the side. I don't know but sometimes I catch him looking at me blankly so that doesn't say anything, right? I have known him for a long time and I'm so confused whether he actually likes me or just sees me as a little sister.

why dont you ask him? i mean there is no harm in asking right?
just go up to him, when your brother isn't around and say " hey i was wondering how you felt about me cause sometime it seems like you dont like me very much" i know it sounds bad but as result he'll tell you how he really feels. i've used it before and it worked pretty well

Just get it from your brother's phone and if his friend asks how you how you got his number just say that he gave it to you a while back
