Does he really sees me as his sister or does he want more?

I was 15 when this all happened. I went on a vacation. Normally I'm a pretty shy person so I don't talk with strangers, but in this case he started the conversation. I took a dance class, that's where we met each other. He was really kind and nice at first. So we kept talking to each other after dance class. We even exchanged Instagram. But after a while he started to ask some wired questions for example: " do you have a boyfriend?" Or " what's your type?". I just told him that I think that I'm too young to have a boyfriend ( he knew my age). Then I decided to ask him how old he was. He was 27. I was a little bit afraid to be honest. And he noticed it. He just said that my reaction was cute. And that he likes shy girls. The next day he texted me how I'm doing, and in what hotel I'm staying bc he want to meet me before I leave the country. And that he really wants to have some time with me. I told him that I was really busy and that I'm leaving soon. I thought he would never write me again. But when I came back he wrote me every day. I was actually more talkative bc I knew we lived far away. And he always helped me with my self-esteem. He told me that I'm a beautiful girl and I should be more confident. To be honest it really helps me. It's nice to hear such words. He told me that, he sees me as his little sister. I trust him a little more now, but he often asks if I could send him a selfie of me. And if I tell him that I'm uncomfortable he would be sad and disappointed. He is also talking about, that he wants to meet me next year again.

Is he just nice or is he manipulating me?
