So, story is I was sitting in class and I had my feet crossed under my chair. Guy sitting behind me also has his feet under my chair because he tends to like to stretch out and there isn't much room between desks. This guy is usually really rough and aggressive so I was genuinely surprised he was being so gentle. He starts to brush my feet ever so slightly, which is kinda how I knew his feet were there. Then he progresses to tapping my feet very lightly at which point I joined in, having no idea what I was doing and just playing along, and started tapping him back but not as often and we just continued like that while working until class was over.

I guess I have a few questions here. First, who plays subtle footsie? Isn't it usually when you'll be sitting across from someone and it turns into a full out war of territorial kicking under a table? And second, was this some sort of silent flirting haha?

It's gentle contact, feet caressing feet.
He started playing footsie with you and you reciprocated, so he kept it up.

The next day I went to stack my chair after class and he stood in my way and just stared into my eyes for the longest time. And every morning I'll sit in his desk before class starts because he sits next to my friend and he'll ask me to move but other than that he and I don't really talk
