We held eye contact for about 8-9 seconds before I looked at my friends and then when I looked back he was still staring. I really want to talk to him, but don't know how to approach him.

He doesn't think you're a creep. Those things happen and are very normal actually. You should talk to him, if he kept looking is must have been because he liked you. So, why not start talking about what happened and tell him that you find he's... interesting maybe.

Hmm okay, in all honesty if it were me I probably wouldn't. I usually wait for the guy to approach me.

However, that also means I have a smaller pool of people to choose from, so it's not necessarily the best strategy.

If you like this boy in particular, I think it's okay to approach him. Personally for me, I like long conversations with people, so I usually start talking to the person about something that I like, and the conversation continues, and that's how I form a connection. You could try just normally talking to him, and if he seems responsive, then suggest going out together.

It depends on what works best for you. Good luck; I'd say if you like him though, go for it. Better than to regret not having spoken to him.
