I think there are about three possible reasons for hair touching/playing for both men and women. Firstly, this might be a way to flirt, showing that you are playful and open (this is mostly used by women). Secondly , it might be a nervous habit, something to do in order to calm ones nervousness and emotions. And thirdly it could show boredom and disinterest in the subject at hand. Usually, you need to look at other behavioral actions to realize if your partner is feeling flirty, bored , nervous, etc.

You're asking something very general based on a highly specific incident. He might have been having a bad hair day; he might be a fidgety guy; he might be more nervous around you than he appears; there is no way to know.
I stroke my short beard on occasion. For me, it's really just pleasing to touch and it kind of becomes a habit. That's about it, really.
This guy could also be doing it because of nerves, though. That's totally possible.

They are just fidgety people. I tend to touch my face a lot when I'm engrossed in my conversations.
I think he’s touching his hair because he doesn’t know where do he but it.. like he is a bit stressed because of you and when this happens it means that he likes you.. so try to ask him why not...
