When a guy says he's done, does he really mean he's done?

Things were perfect then he ended it with me. He still acts the same towards me in person but he hasn't called or texted like he said he would (its only been a day so I don't expect anything yet) but he said he just wants to be friends cause he doesn't wanna be tied down. Just because he said he wanted to be friends, is it 100% over between us or can I win him back?

At this point in time, I'd say that it's over and he doesn't want to be involved. I am not very confident that you will be able to win him over either. If it was that simple then he wouldn't have broken things off in the first place. If you are able to, remain his friend and communicate with him. He might change his mind in the future and may want to reconcile but only time will tell.
