What does it mean when a guy follows you around but doesn't say anything?

So my ex saw me inside the nail salon when he walked pass and walked in to ask when he can do his nails, he never does his nails there, and I saw his friends outside smiling at me and looking at me. He always stares at me, but hasn't said anything to me. What does that mean?

He follows me almost everywhere every time he sees me. Into the shops, and around the neighborhood if I stop and talk to someone he's right there walking pass lol
