What does it mean when a guy and his male friend exchange a smirk, but they does they every time they see you for over a year?

I know this means (likely) that the guys think the girl is hot/good looking, but what I don't understand is why the guys would do this for so long, i. e., seeing the girl on average once a month or once every two weeks for over a year. For example, I walk into the room at a busy community event, they notice me then exchange a smirk with each other. I thought one of the guys, who was single, liked me cause he would do other things like stare at me when he thought I wasn't looking, hover around me, try to follow behind me in line, etc. But he never spoke to me and when I would try to make eye contact with him (i. e., to smile, work into saying hi), he generally would look away quickly and then smile to himself and/or smirk at his friend. I am by myself at these community events every time.

I recently looked at the guy's instagram and saw that he started dating a girl (it was obvious), but I saw him that week and he was still doing the smirky thing and purposefully followed behind me in line, and they both were staring at me hard. They are now a couple from what I saw on his instagram and I stopped seeing him around. But it baffles me... if he knew he never wanted to pursue things with me, why carry that on for so long. I feel lead on.
