Yes and no.

As a guy, I'd probably only stay up to talk to a girl if I cared about her in some way. But that includes siblings, students, co-workers, and friends, not merely potential significant others.

I have in a few cases been stuck in a conversation with a girl, where I couldn't find a way to end the conversation, and so I ended up talking with her way longer than I wanted to.

But overall, him staying up to talk to you does indicate that he probably cares about you. But it doesn't by itself mean that he wants to date you.

He could like you but you shouldn't have to make that first step. If he likes you he will say something. Give him hints or show him that you want to go that direction with the relationship

That depends, if you have known each other for a long time there is a chance he just enjoys the conversation but if you don't know him very well and he stays up talking to you that means that he likes you 4/5 times

Not necessarily. I've talked to female friends for hours even if I wanted to go to sleep, simply because I enjoyed the conversations, not because I liked them in a romantic way
