If a guy stares from far, does it mean he want to talk to me?

A guy was standing, facing my direction & staring at me. I'm not looking directly at him but from my peripheral vision, I can sense he's staring at me. I feel so awkward that I have to turn my face to look the other side.

Does he want to approach or talk to me if he's staring for long? If I know, I can just approach him...

He probably a perv. lol or just very shy.. wave at him. see if he runs and hide or comes over to say hi. If you like shy men just go grab him. he will be your project to build his confidence.

Yup, did before. There's once we both locked eyes when i entered the room. I'm not sure who started it first. He hold the eye contact for 2/3 seconds & then looked away by shifting his eyes to the side, without shifting his head or body. Both of us were expressionless. I don't know what it means...
