Why does he stare at me while talking to his friends?

This guy is always looking at me when he is talking to someone. He never talks about me but he is always looking at me. I caught him looking at me twice and every time I catch him, he never looks at me again or he’ll find someone else to talk (someone standing next to me or by me) to and look at me again. There is another guy who does this and it’s getting annoying. Why can’t they look at the person they’re talking to.
