Maybe when I was younger and not as experienced I may not have been turned on by neck and shoulders. It was always about the tits ass and hip waist ratio. Now though, I know what touching and kissing and biting a woman on her shoulders and neck does to her. It turns me on to know that. It turns me on when a girl moves her hair so I can see her neck. We all both men and women have necks and shoulders. This is not something gender specific like breast. I don't know why anyone would even consider that something to be attractive. I mean, how does one neck be more attractive than another? What is the criteria for that? Bullshit
Yep showing off more skin is always a bonus. Plus that area is kind of sexy when done as you show for a lot of men. That said I am more of a legs, butt, face, and strangely hair man. Any woman who has a nice head of hair gets tons of bonus points from me. Even more though if she fulfills the other categories I laid out. Anyway to fully answer you yes.

Depends what you mean by attractive. Your whole body is attractive because we're attracted to you and you're the opposite sex, but does that specifically on it's own turn us on, not particularly. Unless we're kissing you there! :) But just seeing women with tops like those, we think nothing of it. Normal.

Yes but those clothes..
The clothes that you showed. They may look "sexy", " pretty" or whatever.
They're meant to show off your neck and shoulders in perfect and stylish manner.
Therefore, I don't like it.
If they were clothes that naturally showed your neck and shoulders then I would like it.
If a woman is wearing those clothes for flaunting what she has... Then that's ridiculous.
A woman's body is all of it attractive to a man, also when a man touches a woman on her body shw feels sexually aroused especially if he's her husband that she loves a lot...
