Ask him. Totally depends on the guy and the context.

It means he’s fine but doesn’t want to get into a lengthy conversation about your suggestive move, maybe next time you see him wear something that shows a decent amount of cleavage and tell him I made the last move now it’s your turn

when a guy says it’s fine it means it’s fine we’re not like women, we don’t say it’s fine and really not mean it and want you to decipher some bullshit fucking mind reading crap and expect you to figure it out
This isn't a clear sign in general. Most likely he is okay with the last decision or statement he came up with. Or in same cases he had just enough of conversation at all.

It means, it's fine
Unlike when a woman says "it's fine"
She's really saying "im pissed"
It's fine means swipe it under the rug until he decides to talk about it or not

It means he's tired of talking about it, and to just let it go. Not a big deal.
When I say "its fine", normally I just got not enough nervs left to diskuss this anymore
It means it's fine. It can also mean, it's not fine, but i will get over it on my own.

It means the exact opposite. Same as when a woman says its fine. It's not fine at all
It means he doesn’t want to talk about it. But we’re resilient and don’t like sensitive topics.
It's ok, you caught him off guard, he was not expecting that and did not know how to respond.
It could be either, no way if knowing which from two words
I think he doesn’t really care about what happened.
It literally means it's fine, men dont say one thing and mean another that's what women do
It means it's fine. But if he mean't different, that's his problem.
it means its fine. that even if it wasn't ok to let it go
Could be both, just ask him next time or stop overthinking...
Okay, I've done this recently. From my end, "it's fine" meant "yeah sure. You're really weird. I enjoy weird. Please continue."
He means, "I not happy right now, but I'll get over it."
