He initiates the contact then replies late. Does it mean he's losing interest?

We met online and we've been talking for more than a month now. During the first weeks, we had constant back and forth conversations. The first time around I didn't like him but he was persistent so I gave him a chance. I started liking him because he was sweet, understanding, and very respectful. We live in different countries so it's understandable that we're having time differences but what I'm worried about is now he is replying late to my texts. Sometimes he takes 4 hrs and at times for a whole day (freakin 24 hrs) to return my texts. He was consistent since day 1 being sweet and all that but why is he slowing down now? Does it mean our non-existent relationship is going down hill? He mentions that he loves me and cares for me but the fact that he takes forever to reply to my text bothers me. He used to tell me he's sorry when he replies late but now he doesn't. Sometimes he just drops the conversation mid-way and I'm left wondering where he went. I don't double text. Then, the next day he initiates contact like nothing happened.

I don't want to be demanding of his time since we're not official but what's the best thing I should do to somehow get back to before?

He texted that he's feeling down lately. Asked him why & he responded with "I don't know maybe because of the lockdown". His country is having a 2nd wave of covid cases thus under strict lockdown, again. He also said last time that he hopes he can go out & chill with friends. What can u say about this? It's valid he's feeling a little bit drained and lazy to text because he's sad due to this, right? Nevertheless, he's still sweet when texting but still drops off mid-conversation.
