When a guy doesn’t want to label anything and just have fun, is he not interested in you romantically?

This guy and I recently started “dating” (I put dating in quotation makes bc I don't know what we are) about 3 weeks ago. We’ve been texting everyday for 3 weeks, went on a date, and hung out together with friends. We have a second date next week. He tells me things like “I really like you”, “we look good together”, “other people think we’re cute together”, “I can’t wait to see you” etc. but when I ask him what he wants from this, he tells me that he doesn’t want to label anything and that we should just have fun. We’re both inexperienced with relationships - we both never had one, but I’ve had a lot of hookups/flings, which he has not had. I want/am ready for a relationship, but I don't know what to do. I don’t think he’s going to use me for sex, since he’s still a virgin. But I don’t want to get hurt again. I don’t want to open up and be vulnerable if all he wants is to “have fun”
