Take it as a complement. He was saying you must have tons of guys chasing you.
He has talked himself out of even trying to text you due to the above. Just ask him out and put him out of his misery of wanting you but feeling unworthy.
He thinks you are an attractive person and receive a lot of attention from guys.
Now, it’s possible that he was gauging his chances. In case you answered that it’s not true, he would know that he has more of a chance. I don’t know much about the guy and the context, but it’s a possibility.
Maybe that’s not the case, and it’s hard to tell without knowing more. But for sure he thinks that you are deserving of attention. Use that information.
