What does it mean if a guy looks at you but then leaves you on seen?

So I texted my crush on Instagram and said congratulations and I asked him a question and he left me on seen. My two friends also texted him a while ago and he never went into their message or respond. My friend also mentioned him in a story congratulating him and my crush saw it but still didn't go into his message.

He doesn't know them though but he knows me. But I don't understand why he went into my message but didn't respond when he didn't even go into there's. Like was he interested to know what I said? But does he not know me enough to text me back? I don't know what it means either that he won't' follow me back on Instagram either however at training he is constantly looking at me. From what I have noticed that he has done it seems like he could like me in person but the way he has acted online it doesn't seem like it. I don't know if I should just talk to him in person.
