An ex crush suddenly follows me on instagram after 2 years of no contact. Does it mean anything?

I had a huge crush on this guy before. We never got into relationship or anything. He moved away to his country, left and unfollowed me on instagram around a year ago. We never really talked since he left. It’s been 2 years since he left my country. Yesterday, he started to follow me again on instagram. He only follows 99 people and most of them are girls. Does it mean anything? Am I reading into it too much?

note that i have moved on from him, so it’s weird.

It doesn't mean anything specific as it is. Most of guys don't have real big plans behind their moves towards women (especially if they're not extreme introverts), and what they do usually hides small and easily predictable intentions.
In this case, his plan could simply be: he remembers you were available so he wants to keep his options open by keeping his contacts with X available girls open, and nothing more so far. Or even easier: he found you in the recommended, saw good pics of you, forgot why he unfollowed you, and followed you again. Following someone is not such a big thing if there was nothing big behind the unfollowing (like arguing after a broken relationship). He isn't doing something "for" you, dedicated to you, putting effort in you etc. So it's nothing meaningful at the moment...
If there is some greater intention behind, he will let you notice.
