Blocked or Busy?

A Guy seemed to like he really liked me but I told him had a boyfriend at the time and so I didn't go out with him. We seemed to hit it off though. Fast forward 2 weeks and I called him and his phone goes to voicemail. Now I called him on a different number once and it didn't go to voicemail. He said he has an iPhone and it was his contacts who call go to voicemail. SO I contacted him on a random number since he said he didn't get my calls. He said he didn't block me. He didn't respond and I was like Ok? What's up with this guy? Also I hadn't been responding to him like I should have. I may call him a day later. Anyways called the guy on a random number and it's been going to voicemail too. So I'm wondering is his phone off and I know that's possible... The reason I called him was because I texted him and didn't hear a response back. He said he never got the text when we Did talk. SO I'm wondering if this guy is sending me a message like too afraid to say I'm not interested anymore or is he just minding his own business. He told me when we met (and I'm exactly the same) that he's not on his phone and he is usually distant from people and like his phones off a lot. He works outside that's how I met him. So I see why his phone's off but his work phone's on often. I am just trying to see if this guy's trying to tell me non verbally to bug off or is he like me and just minding his business and going with the flow.

He knew I had a boyfriend and asked me how was my relationship. I told him and he didn't care if I cheated with him. I definitely avoided it but he was handsy and I like him and my exrelationship sucked I should have been single then but I tried to keep it. Ex broke up with me because the guy. Not bothered by that

Guy did call me back at first but everytime I made contact I was busy
