Why would a guy ask me what my weekend plans are but never ask me out?

We need more informations cause this is not enough to give you a valid answer.
It could be many things, either:
- He knows he's into you and wanted to see how you respond to see if you were into him (based on your answer it might have turned him off thinking you were not into him)
- He doesn't know if he's into you and is basically trying to chit chat to see how well you match.
- He's just talking to a pretty girl to practice and validates his ego

- He was waiting for something, scrolled on messenger or any other texting app and saw your name on top and messaged you cause he was bored.

Well, he could just be being polite? How often is he doing it? Every week? Are you all close friends? I’d have to know a little more. Such as has he given you any other signals that he is into you? Does he flirt with you or occasionally brush up against you or make an excuse to touch you? It’s not uncommon for people to say something along the lines of “what are you gonna be up to this weekend?” So you may want to do a little more digging before coming to a conclusion
