Guy rescheduled date for the second time does he deserve another chance?

So I’ve been talking to this guy I met on tinder for more than 3 weeks now and he gave me his number and he wanted to see me first so we decided this last Sunday we’d meet up and like two hrs before he tells me he got a letter from the dmv and they canceled his license etc I was annoyed but understanding I asked him to reschedule when he will actually be here and he says Thursday at 10pm so we agree and thurs shows up and in the evening I messaged him cuz he works all night sometimes 16 hr shifts I knew he was asleep in the morning so I text him later that day asked if we were still on for that day and he goes isn’t 10pm kinda late for a weekday lol but he picked it and he’s like my job called me in for overtime it’s rare with this job and if we could meet Saturday night now I’ve asked him if it has something to do with other girls he says no denied anything with other girls and says it’s just his crazy schedule he didn’t text me all day yesterday which is fine we’re not dating but I messaged him later yesterday and he responded after a while and that was it I don't know he’s very confusing he says he likes me wants to see me so what is all of this he feels very cold at times maybe that’s how he is and I’m overthinking it but should I see him tonight or tell him I can’t also I’ll include pics of the conversation
