Guys: What does it mean when a guy touches his hair when he sees you?

I see a guy everyday at the gym and we smile, wave to each other and we go off to mind our out work out sessions. Anyway, I’ve lost count of the amount of times I’ve caught him looking at me and when I have, I always smile to him but he has trouble making eye contact, stares at the ground, fiddled with his hair or fixes his cap. I don’t want to misinterpret his behavior but my assumption is that he might have a girlfriend or he is nervous. The truth is I don’t know how to act after his reaction because I don’t know why he stares at the ground and fiddles his hair?

Some guys (the confident ones) will look at the girl they like, smile, try to initiate some contact. But he clearly has had some knock backs and from the sounds of it, you're a very attractive woman so he gets quite nervous when you look at him and he doesn't know how to react, hence the hair fiddling and cap pulling.
