When men say to women or about women "she knows she's hot" or to her "you know you're a good looking girl" is he basically saying she's arrogant or a snob?

Some of the time, yes. You know those guys that we see and it's obvious that they're hot and they know it? They're usually a little egotistical as well. That's what they could be referring to.

But other times, they just mean that very attractive people usually know it, because everyone tells them on a daily basis. Not necessarily that they're up themselves

It COULD mean that. It doesn't necessarily mean that she is.

Some women KNOW they're really attractive but feign ignorance just because they want to be fed compliments. And they're pretty obvious about it🤣

Not usually. That's generally something you say to women who like to make "jokes" about how ugly they are. I'm gonna be real, there's nothing more cringe than a hot girl who tries to act like she isn't hot.
