Guy's Behavior

Should I block him or confront him?

I was dating this guy, due to certain misunderstandings, we ended things, but later patched up. So we stay in the same city, but I was studying in another city, so he was eagerly waiting for me to come during the holidays.. However, since the past one week he wasn't mentioning a single thing about meeting.. I texted him 2-3 times on my own, asking him how he was, he replied to me very nicely, but didn't utter a word about meeting.. Yesterday I texted him about a meet up, but he's not viewing the message, he's ignoring it.. It's been 16 hours since I've texted him, and he's even coming online, but not viewing my message.. I stalked him on Instagram, he even followed 2 new women today.. I don't know what has happened to him, everything was absolutely fine between us, I even wished him day before yesterday, it was a festival, and even he wished me back very nicely.. I don't know what is in his head.. I have totally lost my cool.. I want to say so many things to him, should I say it or should I completely block him and cut ties?
