Not possible to say from just that. There would need to be a lot more context to the situation. If he is only saying "hi" then don't read too much into it, keep it professional and do your job.

It is his job to create a friendly work environment. Just because you haven't noticed him say hi to other women in the office doesn't mean he hasn't. You may have just missed it. You certainly cannot be everywhere at once. So, unless there are more details you haven't shared, I would say friendly. Last thing is that I highly advise against workplace relationships. They are nothing but trouble when things go wrong. This is especially true when the other half of the relationship is a superior. It is why so many companies have policies against it. I would think long and hard about the consequences if things go wrong. Are you going to quit? Doubt he will if he is the boss.
