Do men flirt with women they dislike?

My supervisor at work loves to small talk with everyone except me. He always looks for excuses to cancel meetings with me. I am pretty sure he dislikes me for some unknown reason because he also made passive aggressive remarks and gave me dirty looks. However I sometimes caught him glancing at my breasts, being a bit touchy or sitting way to close to me. So why does he go out of his way to avoid me and be mean while also showing signs of attraction?

They sure do! I have had bosses that were dicks to me and still flirt with me occasionally or send texts being sweet and flirty outside of work but then complete dicks to me again at work in front of others

But maybe they wanted to appear professional in front of other coworkers but still liked you? My boss is even standoffish when we are alone so I'm pretty sure he dislikes me.

He might be flirting a little, but it sounds like you really like him and want him to like you so you are thinking everything he does 'means something'. Because his behaviour is contradictory? I don't know how men see it, but most women I know would never flirt or be touchy with someone they openly dislike and act in so far more transparent and honest than some men do.
And yes, repeatedly candelling meetings without notification, talking over someone in front of others and giving them dirty looks whilst smiling to the intern right next to me is impolite and very unusual for this person as other coworkers have also pointed out
