Why do guys often come up to me to make small talk, but leave it at that?

I've recently moved into a new city for uni, and on my first day, several guys have asked me about my name, my major, classes, etc. to which I'd answered normally, and asked them the same questions in return. But after all the small talk, they never asked for my phone number or offered to add me on social media. Why is that? Do they not want to be friends?

You must be extremely boring, or act very disinterested towards these guys. Add the fact that no guy wants to be your friend and it's no good.
Also, guys that talk to you aren't obligated to ask you on a date.
