What do with a guy that keeps hesitating to take things to the next level?

Another example he said he wanted me to come stay with him for a month or two too see how things go between us but now I actually am ready to go and be with him he is MiA... There's nobody else I promise you that but he's just... I don't know what to say anymore I'm getting fed up really
