Do he have good or any bad intention towards me he was my classmate?

• he usually stare at me without blinking (like he was zone out) only few times he smiles i never pass him a smile because i feel little embarrasing. At first, i thought it was by accident. I mostly ignore him till now because i dont want he think something wrong about me.
• few times he give a silly smile, once I ask what? he nodded as nothing. He is extroverted and confident.
• I'm little shy type. I didn't talk to boys unnecesserialy. But i was bold enough when there is time to say.
• Its been 2 years he do this everyday , i caught him because i he do that, he was already stare at me with straight face. So i look away like i didn't notice. If i didn't notice him for wholeday he loudly do a fake cough and when i see there he was already looking at me. Sometime i accidently caught other boys dont know why i act as i dont caught them. Yesterday, he can sit anywhere else but he sit very near to me in CS lab.
• Once we have minor argument because of some school work (we are high school students) he was totally wrong, i just tell his mistake little loudly because he can't hear (at lunch time) and he first time a little shout at me and try to argue but i ignore him. But i dont know i feel guilty if i rudely talk to anyone so almost 3 days later i apologize. He say he didn't mind i dont need to apologize, but i didn't give any reaction.
• One day, we accidentally bumped into each other, and we both apologized. After that, he asked me if I was hurt or okay.
• Last year-I noticed that he would frequently gaze at me without any expression and would not look away. If any other boy stood in my way or prevented me from passing, before i excuse them he would shout at them and ask them to let me go. He even pushed them once. Instead of addressing me by my name, he would touch me. In class, he only spoke to me to ask for my notes.
• He was never shy in front of me but whenever he say he talk in soft and low voice to me. I also caught other boys to stare but they dont behave like him.

Honestly after years I'm not sure what intention there is. I would think after that long he would be tired of flirting and trying to get your attention and would have given up. If this really has been going on for two years and nothing has happened I don't think it ever will. I think the opportunity has passed and you both best move on. Next time don't wait years to show some sort of interest in someone. Either you didn't send and signals you were interested in him or he is the worst guy on the planet at picking up those signals. I don't know anyone that would flirt for years and not make a move.
