Doesn't mean that at all. It could be that he's genuinely serious about dating/relationships and believes that they have to be built and not just blooming into overnight infatuation. Or he's taking things slow because he's already been hurt in a past relationship (s) or made mistakes, and wants to make sure that doesn't happen again. He's doing it exactly right.
