Why my crush didn't follow me back?

So I followed my crush on Ig and he already followed me back, but then I accidentally removed his follow (I was trying to clean my Instagram followers and I accidentally removed his follow) I unfollowed him and followed him back again so he can follow me back, I also send him an apologize message, he responded to me after 8 hours and said I don't have to worry about it and there's no need to apologize, he accepted my follow request but he didn't follow me back, how can I make him follow me back again? Is it because he didn't notice that I removed his follow and he thought that I only unfollowed him? Or is it because my account is public and he already have the access to my account so there's no need to follow me back? Or is it because he don't like me? I think its rude to ask someone why they didn't follow me back, plus this guy always look at me when I'm not looking and when I look at him I see that he already make an intense eye contact with wide eyes and parted lips.

Huh. I thought you couldn't stop someone from following you, only block them. But I don't use instagram that much.
