If a guy checks out a girl but isn't putting in effort to hang around her is he interested in her? Or is he interested in a girl with whom he wants to hangout all the time whom he also finds attractive?

Honestly when they say a guy can't have a female friend is partially true. In my experience most the girls a guy willingly puts himself around or are friends with, he's probably at least a little interested in them. But intentually or not guys have preferences so they have an order of who they're more or less interested in. And the list isn't always something they think about it try to have.
So there's a decent chance of your friends with him you've crossed his mind about being more then friends before. It might just be that there are other girls he's more interested in. And if that's the case then there are things you can do to make yourself stand out or more desirable.
You should also value yourself enough to know if changing yourself is worth it. But to answer you question I think it's s decent Chace he's at least thought about your ad more then a friend once or twice, but how interested in you he is, only he really knows
Of course he can be interested. There may be a number of reason why he doesn’t put in the effort. One he’s not confident enough. Two, maybe the type of men she’s been w before don’t look like him or act like him. So he figured I’m not her type. Maybe he’s just interested in her sexually. Even if a man was trying to hang out w her as much as possible might just be him wanting to sleep w her. The game is relatively played the same whether you’re trying to just sleep w her or you want an actual relationship w her.
If he’s checking u out- he probably finds you attractive and he’s just mesmerized. If he asks you out then he’s interested. However, a man can also ask u out specifically because he’s interested in sex too not you.

A guy checking out a girl has his eyes constantly on her boobs and butt and might be looking to fuck her
A guy who constantly hangs out is trying to approach her and be friendly and get her to be more friendly with him.
These things are mutually exclusive but most girls prefer the latter than the former
In one he is just looking , in the second he has " skin in the game " , emotionallly involved , he is considering more.
They couldn't be more different.
The second one is what a friend or someone who is interested would do, but checking out a girl from a distance without ever approaching her? That to my mind is just creepy and done for gratification.
He doesn't need to try to hang out with her if he sees her all the time. In his mind, he has all of the time in the world. And since asking to hang out is risky, he's just waiting for the conditions to be perfect. Because he doesn't want to blow his shot.
Girls check out girls constantly. If he really wants to interact with her, he'll do something about it. If he does nothing, he just doesn't want it enough and/or is too afraid to approach for fear of rejection.
The difference is that one is shy and the other one isn't.
