If a guy checks out a girl but isn't putting in effort to hang around her is he interested in her? Or is he interested in a girl with whom he wants to hangout all the time whom he also finds attractive?

What's the difference between the two scenarios?

I think people are confused as I said in the second also the guy finds the girl attractive they are not "friends" there is romantic interest

Honestly when they say a guy can't have a female friend is partially true. In my experience most the girls a guy willingly puts himself around or are friends with, he's probably at least a little interested in them. But intentually or not guys have preferences so they have an order of who they're more or less interested in. And the list isn't always something they think about it try to have.
So there's a decent chance of your friends with him you've crossed his mind about being more then friends before. It might just be that there are other girls he's more interested in. And if that's the case then there are things you can do to make yourself stand out or more desirable.

You should also value yourself enough to know if changing yourself is worth it. But to answer you question I think it's s decent Chace he's at least thought about your ad more then a friend once or twice, but how interested in you he is, only he really knows

Of course he can be interested. There may be a number of reason why he doesn’t put in the effort. One he’s not confident enough. Two, maybe the type of men she’s been w before don’t look like him or act like him. So he figured I’m not her type. Maybe he’s just interested in her sexually. Even if a man was trying to hang out w her as much as possible might just be him wanting to sleep w her.
