I can't look into the man's head.
But the first part of your post feels to me that he was angry because you were on the phone while work has to be done. You were at work, not many people appreciate it if you are having private calls while you should be working.
I did not appreciate it either when I was a chef, trying to run a kitchen and 'my' staff was more on their phones than actually getting some work done.
The 2nd part is difficult... What kind of touching do you mean? Trying to grab something from a shelf in front of you while putting his hands on your shoulders, or maybe even your waist? Or rubbing your back, touching your bum, or something else in that direction? Touching doesn't necessarily mean a thing, though of course not everyone appreciates it; all you can do then is request him not to do that. You are well in your right to do that. If he has in issue with that, his problem; if he doesn't stop, take further action.
However he was also handling his personal matters on the phone. This's nonsense. He touched my hand and arm. But I noticed he acted like this after I talked to another guy on the phone
Touching hand and arm is not the end of the world.
But yeah, if you say he handles his own personal matters on his phone at work too... Then the first part of my 'opinion' can be completely disregarded of course.

Well, after all he's married. Why does he do this?
May be that he did that on purpose, we, here on GaG, really can't say anything useful about that... Same as why he would do that while he is married.
But as I have said, if you do not appreciate it... that's perfectly normal, not everyone does (I am also not always keen on that; I am just not used to it)... tell him; if he gets angry or doesn't stop you can take further action.
"Jealous of me" in this context means he was jealous of you're being able to talk to a guy that HE wants to be talking to. Is he gay?
"Touch me" is also too vague. Touching your shoulder or arm to get your attention and focus for the project is just his attempt to get you to pay attention to the task.
Your lead question implies that you want there to be something going on... DRAMA.
He's a married man. Stay away from him.
Avoid him as much as possible. He's a creep
