Why won’t he just date me again? Pls help guys?

My ex broke up w me in January. We didn’t speak for 2 months and then he started texting me but I was seeing someone at the time. 2 months after that me and my ex started hanging again for liek 3 months. Then I asked him what we are and he said he’s not ready for a relationship so I stopped talking to him. That was in August. Now he texts me multiple times a week every week trying to see me or talk to me. He is blcoked and I don’t answer but I still get the texts on my computer. I don’t understand how he is so desperate and consistent yet doesn’t want to be with me?
