2. They weren't taught by their parents to get it in the toilet, and to clean up if they didn't.
3. Farting all over? No one can control that except by changing their diet.

There are many guys who pee at the toilet seat and I hate it, but I think they do it to avoid touching the toilet. There should be more urinals to avoid it.
