That simply means that he is a total moron and an uneducated person. I would take as much distance from him as possible and ask him why he does have to be so loud and why he MUST sit next to you when the entire room is empty and he has the opportunity to sit anywhere else.

He should have realized that his behavior is odd and a total red flag to anyone. I hope for you that you don't see anything special in a person like that and that you are only asking this question to confirm that his behavior is not a normal one.
