Is this weird behavior and how do I approach him now (SERIOUS ANSWERS PLEASE 😭)?

HELLO 🤗 There is this guy I like and I think he is really cute, I hear he has the same religious beliefs too. We never really talked that much, we are coworkers but in different departments. I see him in the elevator and we relatively live in the same area so I sometimes see him on my walk to home or to work as well. Before we didn't really interact but then he started making passing comments to me. Not rude ones, more like silly lightening the mood ones.

Then, we had a few meetings at a conference. Every time I glanced in his general direction I would catch him looking at me. This made me wonder if he maybe liked me? A few weeks go by and we don't really interact other than the staring. Every time I try to speak to him he either doesn't hear me or completely ignores me. Which is confusing.

Then finally a week ago, he randomly complemented my new hairstyle which threw me off guard. he threw in a teasing remark afterwards which made me question if it was genuine or not. Yet until we started work he would put himself around me and kept teasing me. I of course went along with it because I was hoping maybe this will push us forward into a friendship... Then I had a day off. The next day walking into work he went back to staring. I tried complementing a piece of jewelry he wore, hoping that would get him to talk to me again but he once again went back to either not hearing me or ignoring me. The last time I worked it felt like he was now avoiding me? I don't know what I did or if someone told him I thought he was cute but I am genuinely at a loss on what to do next. I get scared to approach him now because I've heard he is a bit of a "punk ass kid" from older ladies in his department and because he ignores me every time I attempt to approach him.

But let's just say he didn't hear me, how do I go about this without embarrassing myself or him? Do I ask, "do I make you uncomfortable?" Or try something light hearted and teasing like he did that one day?
