Most attractive women are thin, no? To be thin, you don't have a lot of fat. Breasts are fatty tissues. There. Skinny women rarely have big breasts because they are skinny and don't have enough fat for big breasts.

genes might be a factor;if her mom had small breasts the daughter will be more likely to have small ones too...diet might also play a role in it since breasts are mostly made of adipous tissue (fat)

As a member of the IBTC I think (and I can only speak for myself) mine are small not because of any dietary or maturation issues. It could be genetic or because I am short and petite not every girl is well endowed. Are any of the girls short (4'9"-5'3")? Or petite (00,0,1)?
