You're 14, 5'2", and 103 lbs. You're exactly where you should be for a 14-year-old girl.
Trying to control weight, etc., as a young teen is a pretty difficult thing to do - you're aiming at a moving target, and you may restrict nutrition at exactly the time your body needs it.
My advice to you would be to eat nutritious food, get plenty of exercise, and let nature take its course for a while.
By the way: if you're referring to my advice in your previous thread: I wasn't saying you have loose skin, or that you need muscle on your arms. I was responding to your dislike of your arms and desire to lose significant weight. Your arms are fine.
Just work on your triceps if you're that concerned. Your weight is good.

Your arms look fine. If you want more muscle, then just start working out. If you don't, then don't worry about what people say. Simple.
It means your arms are skinny and you need to gain muscle to make them look more "filled".
If your arms are fat do something about it instead of asking opinions.
