Jogging will probably not help, and use you may lose weight.
I'm 5/8 and just a shade over 100 lb.
I doubt you're thinner than me.
To add muscle and definition to your legs there are several exercises.
Squats (concentrated) may be the best.
You can also do horizontal leg holds that are great tummy tighteners.

Yes. It will also make you lose weight. Try strengthening exercises. They will tone and tighten your muscles and won't cause you to lose as much weight as cardio will.
Do squats/other leg exercises at home. Look some up on YouTube. Sprinting instead of jogging is good as well.

Actually jogging isn't that efficient for weightless (contrary to many peoples beliefs), but it would still help you shed a few pounds. Anyways though some strength exercises would be good.
