Healthy lifestyle or counting calories to lose weight?

Okay, so is it better for weight loss (and to keep off weight) for someone to eat healthy foods, lean proteins and vegetables and grains but they may eat it in excess (1300+ calories)? Or to eat average-healthy food (some fried, still vegetables and proteins but more sodium and sugars) and only have under 1200 calories daily?

Also, is a vegetarian diet better for weight loss? I'm considering one for both health and moral issues.
