To me curvy is about the waist to hip ratio. It implies having and hourglass or pear shaped body with a waist that is well defined and noticeably smaller than the hips. Now, for me this can happen at a lot of different sizes. As long as the waist is smaller then the hips it's curvy. I agree that a lot of not curvy plus sized women have misappropriated the term lately. You can be plus sized and curvy but just being plus sized doesn't mean you're curvy. @Asker hope you get it

It's not a matter of opinion. It's when your hip bones are much wider than your waist at the minimum. Boobs being bigger and butt being bigger or more bubbly also makes for more curviness.

For me, curvy simply refers to a bone structure and it has absolutely nothing to do with weight. A girl can be underweight and curvy, average weight and curvy, or overweight and curvy.
I think it's slightly simpler than that; either you have curves or you don't.
