The only way to lose muscle mass is to not use it or reduce your activity level or by not strength training, which all aren't good. If your legs are naturally muscular then that's just how your body is meant to be.
Having more muscle mass is actually really beneficial to the fat loss process. So embrace your muscular legs :)

The only way to lose muscle mass is to not use those muscles--at all, while in a calorie deficit. It's generally not recommended for health reasons that should be obvious, also because bone density suffers when muscle mass is lost.
Yeah, swimming is a great way to slim down your legs, as your muscles are relaxed in water, so you will slim down without gaining muscle.
