anyone, people without limbs, even special ed or people with major disabilities can get shredded.
as long as there's something heavier than you to lift you can. but to expand on that, do you have a friend thats shredded? its way easier to hookup with a lift buddy and go together. that way you both can push eachother / spot eachother inbetween reps.
If you're financially set, you could hire a personal trainer instead - that way you'll learn how to do it on your own from someone who knows what they're doing.
if both those options fail, I'd recommend browsing bodybuilding. com for some routine beginner tips if you're going to go alone.
My cousin was the skinniest guy in class when he was 15. At 18 he was still flyweight and began to exercise. Today (10 years later) he is too big for his own good. He recently toned it down but he was bodybuilder big - actually he was a bodybuilder.
So yes you definitely can do it but building any significant amount of muscle takes time. Be ready for that. Years even.

I threw a quick eye at the other comments. If you're doing this mainly for girls then keep in mind that most girls prefer you fit, not body builder style (that said there are more girls into muscles than there are muscles to go around so.. Whichever you prefer).
Exercise a few times a week for half a year or so and you'll be in the fit leagues. Half a year to change your life IS NOT that much when all is said and done.

You get to keep quite a lot as it takes a while for muscles to disappear. It is also easier to regain muscle than to gain it. So if it takes you a year this time to reach the level you want, next time it might just be three months.

Yes it's possible with the right technics. The most important thing is never ever give up. And because you a naturally skinny it will take longer compared to a person on the heavy side.
That's okay... I'd rather go back to being skinny if I stop working out then back to being heavy...

I can't wait for the reward of female attention... that is my purpose... it's not for me... it is actually more important to your health to eat healthy... but I will do both...
It is much more important to your health to get all of your MINERALS... that is the #1 thing... and water...
Yes if you work out daily and have a proper diet.
