Best exercise to get rid of stubborn muffin tops? What should I eat to gain muscle mass?

I jog 4 times a week, but that's all I do. I'm thinking about starting to go to the gym. Some people here are really into fitness, so I hope you can share your knowledge and give me some advice :)
