Seriously exercise and eating right is all you can do.
If you want to tone it up then I suggest you do a series of exercises starting with about 15 minutes on your bike to warm up and get your heart pumping. Then follow up with crunches, sit-ups, squats, and a few stretches bending over. Do about 15 of each, then do about 5-10 push ups and take a walk around the block about twice, if you're doing this at home. If at a gym I say about 3 laps. If you live in an apartment building I think using the stairs a few times may also help.
Thing is this is supposed to hurt a little. You need to tire yourself out. The whole set of varying exercises should also take you between two and three hours. Do this routine three times a week, around say Monday, Wednesday and Friday. A good thing to keep your mind from getting too bored and maybe help make the time pass quicker is to listen to some music like either a radio or an MP3 player or something. If you're at the gym, there are usually T.V.s available. An important thing to remember is to drink plenty of water, and after you're done you should probably eat something like peanut butter or generally something with a lot of protein to help the muscles you just worked to build up and not ache so much.
This may not be the answer you wanted but really if you want to tone your stomach these are the exercises to do it. I can't think of anything else you can do to help lose the fat on your stomach in three weeks.

Drink lots of water and don't eat a lot of sugar that is an instant dropper
have 3 solid meals a day and count your calories calculate what you usually take in and then subtract an amount that you feel is good.
instead of eating snacks eat fruit ...
if you feel hungry you should also eat celery that will fill you up adn you can eat as much as you wnat adn all that is really is water so you don't gain anytihng from that.
chew gum though out the day to prevent yourself from getting hungry
this all worked for me hopefully it will for you to
cut out added sugar and anything with flour in it and I guarantee you will lose some weight from that.
Just cut out any and all processed foods, and foods that have added sugar to them, and I think you will notice a difference.
