Yeah, it's called Umbilicoplasty, because a belly button is what's left of the umbilical cord. Innie are the same thing, but have been sutured closed and tucked in. It may not completely "correct" the outie but it will make it less noticeable

When the babie's cord is cut, you may have heard that the rest eventually "falls off" because there is no longer blood flow to it. Doctors cut all cords at the same place. What's left of it is level with the rest of the body and sort of looks like an outie. But sometimes more of the remaining umbilicus is still alive (with blood flow going to it so it won't fall off), which causes an outie as the living tissue is accommodated. If the remaining umbilicus has very, very little blood flow to it, the fat around the rest of the baby's stomach and underneath the edges of the belly button cause the umbilicus to "pop" in, creating an innie.

Maybe but it can cause injury. There are videos were people turn their outie navels to innies and vice versa but it's too risky to try at home. There might be special surgeries but even that is too risky.

If you bulked up (build more muscle mass) a little, it might change the shape just a little. So little that you might not notice a difference. However I wouldn't worry too much of your navel, I'm sure most women won't care about it.
